Why Insurance & Mortgage Underwriting Depend on Your Technical Inspection

When buying a resale condominium near Square One or a detached house in established Mississauga neighbourhoods like Meadowvale, Erindale, Applewood, Rathwood, or Lorne Park, your Canadian mortgage lender will not release mortgage funds on closing day until your real estate lawyer confirms you have active fire and property insurance bound on the home.

In Ontario, insurance underwriters routinely ask two technical questions based on the year a property was built:

  1. For Condos & Homes Built Between 1995 and 2007: "Does the property contain any un-remediated Kitec plumbing?"
  2. For Detached, Semi-Detached & Townhomes Built Between 1965 and 1978: "Does the property have aluminum electrical wiring, and if so, is there an Electrical Safety Authority (ESA) Certificate of Acceptance?"

Led by Fernando Borges Mora, licensed Ontario REALTOR® with eXp Realty, here is how we audit both items before your offer becomes firm.

Side-by-Side Technical Summary: Kitec Plumbing vs. Aluminum Wiring in Ontario

Technical FeatureKitec Plumbing (PEX-AL-PEX)Aluminum Electrical Wiring (AL)
Construction Years Affected in Ontario1995 to 2007 (High-rise condos, townhomes & detached homes).1965 to late 1970s (Mature detached, backsplits, semis & condo townhomes).
Mississauga Pockets Where It AppearsSelect early-2000s Square One / Webb Dr / Duke of York & Hurontario condos; late-90s subdivisions.1970s pockets of Meadowvale, Applewood / Rathwood, Erindale, Clarkson & Port Credit.
How to Spot It VisuallyBright Blue (cold) and Bright Orange (hot) flexible pipes under kitchen/bathroom sinks or by the water heater/manifold, stamped Kitec or IPEX, paired with brass fittings showing white powdery buildup.Silver-coloured solid wires entering the main electrical panel (stamped AL or ALUMINUM on the outer cable jacket) instead of copper-coloured wires.
Why Insurers Flag ItBrass fittings can undergo dezincification over time, restricting water flow or failing under high heat/pressure and causing water damage.Aluminum expands, contracts, and oxidizes faster than copper when exposed to air, creating resistance and overheating at standard copper-only switches/outlets.
Typical 2026 Remediation Cost$1,200 – $2,800 for a 1-bed to 2-bed condo suite (replaced with copper or modern PEX + plumbing certificate).$2,500 – $5,000 to professionally pigtail a standard home and obtain an official ESA Certificate of Acceptance (vs. $15,000+ for a full rewire).

1. Deep Dive: Kitec Plumbing in 1995–2007 Mississauga Condos & Homes

Between 1995 and 2007, Kitec plumbing systems (manufactured by IPEX) were widely installed across Ontario high-rise condominiums and residential subdivisions. While a North American class-action settlement fund (kitecsettlement.com) previously existed, the claims deadline officially closed in January 2020—meaning remediation costs today fall on the unit owner or condominium corporation.

How We Protect You When Buying a 1995–2007 Mississauga Condo:

  1. Under-Sink Visual Check During Your Showing: Before even writing an offer, we check under the kitchen sink, bathroom vanities, and laundry closet for blue/orange pipes or a plumber's remediation sticker inside the electrical/plumbing access panel.
  2. Status Certificate & Reserve Fund Audit: In many Mississauga condominiums built between 1998 and 2006, the Peel Standard Condominium Corporation (PSCC) has either mandated building-wide Kitec replacement or noted its presence in the Status Certificate paragraphs. Your real estate lawyer verifies whether the unit holds an official Licensed Master Plumber Remediation Certificate.
  3. Protective Schedule A Representation & Warranty Clause: When submitting OREA Form 100 or Form 101, we insert a protective Schedule A warranty stating: "The Seller represents and warrants that, to the best of the Seller's knowledge and belief, the property/unit does not contain any Kitec plumbing, or if previously installed, has been professionally removed and replaced." Even if a unit still has Kitec, it is not a reason to walk away from a great condo—you simply factor the $1,500 to $2,500 replacement quote into your offer price negotiation!

2. Deep Dive: Aluminum Wiring & ESA Certification in 1965–1978 Mississauga Houses

According to the Electrical Safety Authority (ESA) of Ontario, aluminum wiring is completely safe provided it is properly terminated and connected according to the Ontario Electrical Safety Code. However, Ontario home insurers require documented proof within 30 to 60 days of closing that the connections have been modernized.

The 2 ESA-Approved Remediation Methods Accepted by Ontario Insurers:

  1. Copper Pigtailing (With Approved Alumiconn / COPALUM Connectors): A Licensed Electrical Contractor (LEC) opens every active outlet, switch, and light fixture box on an aluminum circuit and joins a short piece of copper wire ("pigtail") to the aluminum wire using specialized anti-oxidant connectors, so only copper touches the outlet device. (Warning: DIY "purple wire nuts" without an ESA permit are frequently rejected by Ontario insurance companies).
  2. CO/ALR Rated Switches and Receptacles: Installing specialized outlets and switches stamped CO/ALR (Copper/Aluminum Revised), which feature brass/indium-plated screws specifically engineered to grip aluminum wire without overheating.
  3. The Non-Negotiable Document — The ESA Certificate of Acceptance: A general home inspector can identify aluminum wire in the panel, but cannot legally certify it for insurance. Only a Licensed Electrical Contractor (ECRA/ESA) who pulls an ESA permit and has an ESA Inspector verify the work can provide the official ESA Certificate of Acceptance required by your insurance broker.
